会议背景/Background
1.中国的轮胎行业在2009年的井喷之后2010年继续保持着良好的发展势头;
Chinese tyre industry maintaining good development speed in 2010 after the rapid growth in 2009.
2.欧洲REACH新法案的实施，美国，巴西，印度等国家对中国轮胎实施特保和反倾销后，中国轮胎面临着严峻的出口形势;
Chinese tyre export is severely tried by the implement of European new REACH bill, anti-dumping policy of America, Brazil and India.
3.2010年轮胎需求相对下降，天然橡胶等原材料价格上涨，企业面临着生产成本和质量控制的问题;
Due to decreasing tyre demand and increasing natural rubber price, the tyre manufacturers have to give importance on production costs and quality control.
4.2010年11月19日起所有进入印度市场的轮胎产品必须获得BIS批准，但是目前并没有引起大家的足够重视，只有寥寥几家企业着手认证的申请工作;
From November 19, 2010, tyre manufacturers who wish to export tyres to India must have BIS license. Unfortunately, this policy did not draw the attention of Chinese manufacturers, only a few of manufacturers are applying the BIS license now.
5.欧盟即将实施的Regulation (EC) No 661/2009，ECE R117，对轮胎噪音，滚动阻力，湿滑的考核，犹如对中国轮胎企业一记懵棒;
European union will implement Regulation (EC) No 661/2009，ECE R117 which has high requirements on tyre noise, rolling resistance,湿滑. These policies would be a serious test to Chinese tyre manufacturers.
6.其他新兴市场，印度尼西亚，菲律宾，巴西的工厂审核日愈严格。
The certification requirements of other markets such as Indonesia, Philippines and Brazil are more and more strict.
